Who is it for?

All public administrations, companies and individuals who intend to implement energy efficiency interventions using the Thermal Account as an incentive tool introduced by the Ministerial Decree of 28 December 2012 and its subsequent amendments.

Access to the incentive mechanisms can also be requested through an ESCO UNI CEI 11352 certified company with which it is necessary to sign an energy performance contract (EPC) in the case of public administrations or an Energy Service contract in the case of businesses and individuals.

How much is the contribution worth?

The incentive varies from 45% to 65% of the expenditure incurred, can be combined with other non-state incentives, finances 100% of the costs for Energy Diagnosis and for the Energy Performance Certificate (APE) for PA and ESCos who operate on their behalf.

How contributions are paid

The incentives are paid by the Energy Services Manager (GSE) in the form of constant annual installments with a duration of between 2 and 5 years, depending on the type of intervention and its size, or in a lump sum, if the amount of the overall recognized benefit does not exceed 5,000 euros.

What are the interventions that can be incentivized?

Based on the type of subject requesting it, different categories of interventions are governed:

  • up to 65% for the demolition and reconstruction of nearly zero energy buildings – Nearly Zero Energy Building (NZEB);
  • up to 40% for wall and roof insulation interventions, for the replacement of window closures with more efficient ones, for the installation of solar shading, for the replacement of lighting bodies, for the installation of building automation technologies and for the replacement of traditional boilers with condensing boilers;
  • up to 50% for thermal insulation interventions in climatic zones E / F and up to 55% in the case of thermal insulation and replacement of window closures, if combined with another system (condensing boiler, heat pumps, solar thermal) ;
  • up to 65% for the replacement of traditional systems with heat pump systems, biomass boilers and appliances, hybrid heat pump systems and solar thermal systems.
