The regulatory framework

The Regulatory Authority for Energy, Networks and the Environment (ARERA), with resolution 578/2013 / R / eel of 12 December 2013, regulated the connection, transmission, distribution, dispatching and sale services of electricity in the case of Simple Production and Consumption Systems (SSPC), ie systems with certain characteristics connected to the public electricity grid and within which both production and consumption of electricity are carried out.

In particular, the provision also concerns a particular subset of the SSPC, the Efficient User Systems (SEU) or those systems in which plants powered by renewable sources or high-efficiency cogeneration with power up to 20 MWe, managed by a single producer, possibly other than the final customer, they are directly connected through a private connection to the consumption unit of a single final customer (natural or legal person) and are made within an area, without solution of continuity, net of roads, roads via ferratas, waterways and lakes, owned or fully available by the same customer and by these, in part, made available to the manufacturer or the owners of the related production plants.

In addition to the SEUs, the existing systems equivalent to efficient user systems (SEESEUs) have been defined which consist of the self-production plants already existing at the date of entry into force of this provision, (even if not powered exclusively by renewable sources and with a power even higher than 20 MW) with specific characteristics. SEESEUs are classified into three categories (A, B and C) on the basis of objective technical and administrative requirements.

What are the benefits of qualification

The achievement of the SEU / SEESEU (A-B-C) qualification entails facilitated tariff conditions regarding the application of general system charges, limited to the variable parts, relating to the electricity produced and consumed within the system.

Until 31 December 2014, the exemption from the payment of general system charges on self-consumed electricity is integral, while from 01 January 2015 the fees to cover general system costs, limited to the variable parts, apply to self-consumed electricity in an amount equal to 5% of the corresponding unit amounts due on the electricity withdrawn from the grid, with the exception of on-site exchange systems (SSP) with power less than 20 kW for which the general system charges are applied only on the electricity withdrawn.
